Early childhood development is crucial to the formation and healthy growth of individual ability，which is directly related to the level of human capital and competitiveness of the country. Investment in early childhood development is an important social investment，not welfare relief，with huge economic and social benefits，and the earlier the investment，the higher the return. During the upcoming 14th Five-Year Plan period，if China is to realize the development transformation，from getting rich to strengthening，it is urgent to turn early childhood development into a national strategy，to build an early childhood development system with “child-bearing” at an early date，to increase investment，to achieve universal access to services and to accelerate the formation of the “Chinese experience” for early childhood development.
