    “十四五”时期中国就业保障的发展展望

    摘要

    “十三五”时期我国就业规模持续扩大,就业质量稳步提升,就业政策体系持续完善,失业保险发挥有效作用,重点群体就业保持稳定,市场供求保持动态平衡,就业扶贫取得良好成效。“十四五”时期我国劳动力供给总量仍高位承压,劳动者整体素质依然偏低,就业结构性矛盾愈发凸显,失业保险功能发挥仍不足、新业态就业机遇挑战并存,促进就业的环境更加复杂。“十四五”时期,要通过完善更加积极的就业政策体系、深化劳动力供给侧结构性改革、完善创业创新服务政策体系、构建和谐劳动关系、促进重点群体就业、加强失业预警机制建设等方面协同发力,推动实现更充分和更高质量就业。

    Abstract

    During the 13th Five-Year Plan period,China’s employment scale continued to expand,the quality of employment steadily improved,the employment policy system continued to improve,unemployment insurance played an effective role,employment of key groups remained stable,market supply and demand maintained a dynamic balance,and employment poverty alleviation achieved good results. During the 14th Five-Year Plan period,the total labor supply in China was still high under pressure,the overall quality of the workers was still not high,the structural contradiction of employment became more and more prominent,the unemployment insurance promoted re-employment was insufficient,the challenges of new employment opportunities coexisted,and the environment of promoting employment was more complicated. During the 14th Five-Year Plan period,we should deepen the supply of labor force by perfecting a more active employment policy system Efforts will be made to promote more full and high-quality employment through structural reform,promotion of entrepreneurship-led employment,strengthening of the early-warning mechanism for unemployment and building harmonious labor relations.
