“十三五”时期是我国社会福利事业迅速发展的时期,也是全面建成小康社会的收官阶段,我国老龄化程度进一步加剧,各地在省级层面建立起高龄津贴补贴制度,享受三种补贴的老年人数逐年上升,老年服务事业取得了长足发展,各类老年服务福利组织不断涌现;儿童收养登记制度不断完善,散居孤儿纳入了国家福利保障体系,农村留守儿童得到照顾;残疾人生活及康复制度得到保障,残疾人基本民生兜底保障,残疾人康复护理服务得到发展;慈善捐赠收入总体呈增长趋势,彩票社会福利基金支出不断提高;社区服务机构与设施不断完善,社会力量参与社会志愿服务广泛开展,进而持续推动社会福利从“补缺型”向“基础普惠型”发展。但是,进入新时代,我国社会福利事业不平衡、不充分问题依然突出,社会福利事业整合性不够、保障性不足。展望“十四五”,要做到社会福利项目更加健全,民生保障水平明显提高,福利管理体制机制更加顺畅,社会福利法治建设愈趋完善。要求加强顶层设计,织密福利事业安全网;统筹城乡区域社会福利事业,促进社会福利事业高质量发展;不断满足与改善民众基本生活需要,创新社会福利体系;加强科学测算,增强社会福利事业可持续性;切实提升社会福利事业管理水平,推进社会福利法治建设。

However,in the new era,the unbalanced and inadequate problems of social welfare in our country are still prominent,and the integration of social welfare is not enough and the guarantee is insufficient. Looking forward to the 14th Five-Year Plan,it is necessary to make social welfare projects more sound,the level of people’s livelihood security is obviously improved,the welfare management system and mechanism are more smooth,and the construction of social welfare rule of law is becoming more and more perfect.
