“十四五”时期是我国全面建成小康社会后的第一个五年规划期,是推进国家治理体系建设和实现治理能力现代化的重要时期,也是养老保险制度走向更加成熟更加定型的改革攻关时期。“十三五”时期,养老保险制度公平性、财务可持续性和适应性得到不同程度的提升,但是,在实践中养老保险制度仍然存在政策不完善、机制不健全、发展不平衡不充分等问题。“十四五”时期,因经济增速下调、人口老龄化加剧和就业结构变化等多重挑战的影响,我国应努力通过完善居民和个体从业人员参保政策、落实全国统筹、推进制度参数式调整改革和健全管理服务体系等具体改革措施,努力实现构建覆盖全民、多元主体共担、保障水平适度、效率提升和发展持续的养老保险制度体系的改革目标。
