随着我国老年人口数量快速增加,失能老人人口数量也迅速增加,带动长期照护需求快速增长,长期照护保险制度建立迫在眉睫,而个体尤其是老年人口对长期照护的筹资意愿成为制度顺利实施的重要研究问题。研究发现:城市老年人认为以政府为主导的政府与个人共同分担是长期照护保险筹资的主要渠道,政府和社会共同筹款的补贴是最被认同的筹资方式,而不是社会保险的方式。商业保险模式不能被接受,主要原因是经济上无法接受和对商业保险公司缺乏信任。因此,在目前实行长照保险制度中,政府要始终起到引导作用,人们对政府的信任和依赖是新制度实施的有力保障。完善基本医疗保险制度。商业保险形式的长照保险可以先针对经济收入比较高的群体,并且用高于一般水平的服务质量和内容来吸引人们。
<<With the rapid increasement of the elderly population in China,the number of disabled elderly population is also increasing rapidly,driving the rapid growth of long-term care demand,the establishment of long-term care insurance system is imminent,and the individual,especially the elderly population's willingness to raise funds for long-term care has become animportant research issue for the smooth implementation of the system. The study finds that the urban elderly believe that the government-led government and individual share is the main channel of long-term care insurance financing,and the government and social co-financing subsidies are the most recognized way of financing,not the way of social insurance. The main reasons for the unacceptability of commercial insurance models are economic unacceptability and lack of trust in commercial insurance companies. Therefore,in the current implementation of long-term insurance system,the government should always play a guiding role,people's trust and dependence on the government is a strong guarantee for the implementation of the new system. We should improve the basic medical insurance system. The commercial form of long-term insurance can be targeted at groups with higher income and attract people with higher quality and content of service than the general level.
