随着国家“四个全面”建设不断深入,全面从严治党深入推进,公众对纪检监察工作的关注度迅速上升,纪检监察机关被推到国家治理中更为重要的位置。受制于腐败产生原因形式多样、纪检监察机关职能发挥有限、公开力度不够等诸多困扰,纪检监察工作的效能发挥与群众需求增多之间的矛盾也开始凸显出来。因此,科学解析纪检监察工作信息公开现状、强化执行力建设、制定切实可行的策略,对于提高纪检监察机关的公信力、有效保障纪检监察工作的实效性有至关重要的影响和意义。本文对32个省会及副省级城市纪检监察机关信息公开工作进行了评估。目前省会及副省级城市纪检监察公开平台建设情况总体较好、组织机构信息公开得较充分、部门预算决算信息大多公开、人员编制信息逐步公开、工作报告个别公开、“通报曝光”信息较多、社会参与渠道比较畅通,但也存在组织结构信息、部门收支信息公开不够,制度规定公开质量要提升、工作报告公开不充分、通报曝光信息公布不均衡、社会参与互动性不够的问题,建议加强网站建设管理的保障和支持、加强与新媒体的相互支持、加大工作信息公开力度、加大“开门反腐”的力度、加大与群众的互动沟通。
<<With the deepening of the national four-pronged comprehensive strategy and full and strict governance over the Party,the attention of the public to the discipline inspection and supervision is rapidly increasing. Therefore,the discipline inspection and supervision organizations are put in a more significant position in the national governance. Confined by the various causes of corruption,the limited functioning of the discipline inspection and supervision organizations,and the lack of disclosure,it is becoming more obvious for the contradiction between the effective performance of discipline inspection and supervision and the increasing demands of the masses. Accordingly,it is vital significant and meaningful,for improving the credibility of the discipline inspection and supervision organizations and effectively ensuring the progress of the discipline inspection and supervision,to scientifically analyze the current situation of information disclosure regarding the discipline inspection and supervision,strength the capacity construction,and formulate feasible strategies. This report evaluates the information disclosure of discipline inspection and supervision organizations in 32 provincial capitals and sub-provincial cities. Currently,it has been found that provincial capitals and sub-provincial cities have built sound platforms of information disclosure,that the disclosed information of organizational structure is similar,that the disclosure of budget information has become a common practice,that the disclosure of personnel information is making progress,that most annual work reports have been released,that there exists a large amount of information on misconduct notification and exposure,and that social participation channels remain relatively smooth. However,there is still room for improvement in the information disclosure about organizational structure,budget,regulations,annual work report,exposure,and social participation. In conclusion,it is recommended that organizations should strengthen the management and support of website building,engage in cooperation and mutual support with new media,enhance the information disclosure of daily work,strengthen the efforts of “cracking down on corruption with the door open”,and increase daily communication with the public.
