With the development of the construction of the Grand Canal Cultural Belt，the regional governance of the Grand Canal has become a topic of general concern to academical and practical departments. Regional governance of the Grand Canal must be strengthened in accordance with the law to provide practical legal guarantee for the construction of the Grand Canal Cultural Belt. Historically，the legal governance of the Grand Canal can be roughly established as two stages：the legal governance through the application for heritage and the legal governance through the construction of the Grand Canal Cultural Belt. At present，there is no integration between the construction system of the Grand Canal Cultural Belt and the system of governing by law. It depends more on the self-management of governments at all levels and their departments. There are few considerations on the integration of governing by law into the construction mechanism of the Grand Canal Cultural Belt. The existing legal resources are difficult to meet the requirements of governing the Grand Canal by law directly，and the law enforcement system of the Grand Canal is now unified and centralized，there is still no coverage of the region. In order to achieve the goal of cultural protection，inheritance and utilization of the Grand Canal，the elements of governance according to law must run through the regional governance of the Grand Canal. First，the administration of the Grand Canal according to law should be incorporated into the overall layout of the central and local government construction. Second，we should allocate legislative resources scientifically and speed up the construction of the legal system of the Grand Canal. Third，joint law enforcement or comprehensive law enforcement should be carried out to improve the level of law enforcement in the Grand Canal. Fourth，we should clarify the legal relationship of the Grand Canal and strengthen its judicial guarantee capacity. Fifth，establish the concept of “legal canal” and form the cultural belt of rule of law in the Grand Canal.
