Improving the living conditions of rural areas in Northern Jiangsu is the key work of high quality development. On the basis of summarizing and analyzing the current situation and measures of rural housing construction in Northern Jiangsu，this study analyzed the key and difficult points of rural housing construction in Northern Jiangsu. It was found that the key points of rural housing construction in Northern Jiangsu lie in legitimate rights of safeguarding farmer and interests，scientific overall planning and design，strengthening the construction of supporting facilities and strengthening process supervision，etc. The difficulties lie in tracing the origin of village history and culture，grassroots level，policy implementation，construction fund raising，introduction of high value-added industries，and adherence to concepts of villager，etc.，from which corresponding countermeasures and suggestions are put forward.
