General secretary Xi Jinping pointed out that the construction of pilot free trade zone is a strategic initiative of Central Committee of CPC in promoting reform and opening up in the new era. It is a milestone in our country’s process of reform and opening up. On the basis of in-depth summary and evaluation，we should continue to emancipate our minds，actively explore，strengthen overall planning，reform and innovation，constantly improve the development level of the pilot Free Trade Zone，form more replicable and popularized system innovation achievements，and build the pilot free trade zone into a new highland of reform and opening up in the new era. This not only reflects the Central Committee of CPC highly concerns and expectation for the pilot Free Trade Zone，but also points out the direction for the future construction of the pilot free trade zone. Jiangsu is a large economic and open province. When the general secretary visited Jiangsu in December 2014，he requested，“strive to build a new Jiangsu with strong economy，rich people，beautiful environment and high level of social civilization”，all of which providing a fundamental compliance for the construction of pilot free trade zone in our province. On the basis of fully grasping the new situation and requirements of reform and opening up in the new era，we must comprehensively deepen the reform and opening up of the pilot Free Trade Zone，always persist in institutional innovation as the core mission，expanding the opening up in a deeper and wider field as the basic direction，promoting high-quality development as the fundamental requirement，and strive to launch more innovative institutional innovation and opening policies of strong international competitiveness to make the pilot free trade zone an important carrier of Jiangsu deeply integrating into economic globalization.
