Facing the complicated situation with increasing risks and challenges at home and abroad，we should take the initiative to solve problems by deepening reform，and change from passive coping to active responding. Proactive response，including proactive defense and aggressiveness，which means not only defense but also seizing the opportunity and the commanding heights. The basic thought is to explore alternative countermeasures，feasible policy suggestions and operable implementation for strengthening the ability to manage risks. It should be guided by the central government’s policy on responding to risks and challenges，and based on the characteristics of provincial economic and financial activities and the situation of Jiangsu Province.
