    江苏促进消费的政策体系创新研究

    摘要

    消费问题是市场经济下的重点研究领域。目前,江苏消费还存在如下问题:实物消费和服务消费空间亟须拓展,收入增长缓慢带不动消费需求,消费环境不够理想抑制消费意愿。本文认为,提高居民收入,增加就业,完善社会保障体系是基础,属于消费需求侧政策。实施有利于促进消费的产业政策、财税政策、金融政策、区域政策是支撑和手段,属于消费供给侧政策。规范消费流通市场和管理消费市场秩序则是媒介和保障,分别属于消费流通侧政策和消费保障侧政策。通过组合运用这些政策,并形成政策体系创新,才能推动江苏促进消费进程进入新阶段,为发展新江苏征程打下坚实的基础。

    Abstract

    The consumption problem is the key research field under the market economy. At present,there are still the following problems in consumption in Jiangsu:the space of physical consumption and service consumption is in urgent need of expansion,the slow growth of income cannot bring consumption demand,and the consumption environment is not ideal enough to restrain consumption willingness. This paper holds that improving residents’ income,increasing employment and improving the social security system are the foundation and belong to the consumption-demand side policies. The implementation of industrial policies,fiscal and tax policies,financial policies and regional policies that are conducive to promoting consumption are the support and means and belong to the consumption supply-side policies. Regulating the consumption circulation market and managing the order of the consumption market are the media and guarantee,which belong to the consumption circulation side policy and the consumption security side policy respectively. Through the combination and application of these policies and the formation of policy system innovation,the process of promoting consumption in Jiangsu province can enter a new stage and lay a solid foundation for the development of new Jiangsu province.
