国家治理体系和治理能力现代化是实现国家发展战略的重大命题，实施网络强国、数字中国、智慧社会战略，关键是要抓好治理科技的落实和部署。基于治理科技指标体系，以公开权威数据为基础，聚焦制度保障、发展环境、支撑能力、场景应用、效能评估五个评价维度，对我国各地区治理科技发展应用情况进行综合评估。结果表明，数字技术为国家治理体系和治理能力现代化提供了有力的科技支撑，治理科技指数与地区经济发展水平和数字技术应用水平呈现正相关关系。
<<The modernization of governance system and capacity is a major task for realizing the national development strategy. The key to implement the strategy of building a cyber-power，a digital country and a smart society is to implement and arrange the governance technology well. Based on the indicator system of governance technology and open authoritative data，the paper focuses on institutional guarantee，development environment，supporting capacity，scenario application and governance efficacy to conduct an overall evaluation of the development and application of governance technology in different regions nationwide. The results indicate that digital technology provides a strong support for the modernization of the state governance system and capacity，and that the governance technology development index is in positive correlation with the regional economic development level and the level of digital technology application.
