By carrying forward the research fields and priorities of the previous reports from 2016 to 2018，the report focuses on the application of big data for governmental，civil and commercial use，making dynamic comparisons of the big data development indexes from 2016 to 2019. As indicated by the analysis，China has seen a continuous increase in big data development index，with a sound overall growth trend for the development of big data industry. On the whole，the development of regional big data in China is roughly divided into three tiers. The eastern region is at the first tier，being far ahead of other regions in terms of big data development. The central and western regions are neck and neck，ranking at the second tier nationwide. The northeastern region is relatively weak，ranking at the third tier. In terms of the classification of big data development，the number of commercial-dominated regions has increased，and the value of big data in driving local business operations has gradually become manifest.
