北京市在构建以社会主义核心价值观为引领的大中小幼一体化德育体系中,强化了理论研究、政策设计和实践创新三者的有机统一。基于首都建设四个中心的任务和首善之区的要求,出台《北京市中小学生日常行为规范》,制定《中小学养成教育三年行动计划(2017~2019年)》。政策设计的考虑是有效解决社会主义核心价值观教育接地气的难题。这种政策设计强化了行为规范教育的价值导向、文化属性和历史底蕴。新时代首都教育发展的和合路径选择是,诸多教育相关者在党的教育方针指导下,以社会主义核心价值观为引领,构建全员、全过程、全领域、全方位,大中小幼一体化和家、校、社“三位一体”的育人体系,避免急功近利、对冲的负面影响,致力于构建育人上的最大同心圆。
<<In construction of an integrated moral education system with socialist core values as the guide,Beijing government has strengthened the organic unity of theoretical research,policy design and practical innovation. Based on the task of building the four centers in the capital and requirements of the best district,“Norms of Daily Behavior for Primary and Secondary School Students in Beijing” and “Three-year Plan of Action for Primary and Secondary School Formation Education 2017-2019” were promulgated. The consideration of policy design is an effective solution to the problem of grounding need in the education of socialist core values. This policy design strengthens the value orientation,cultural attributes and historical implications of behavioral norm education. Under the guidance of the Party’s educational policy and guided by the socialist core values,many educational stakeholders in the new era choose the path of harmony with the development of education in the capital as to build an all-round,all-process,all-field and all-round education system,with the integration of large,medium and small children and the “trinity” of family,school and society so as to avoid quick success and instant benefit. Avoiding the negative impact of hedging should be devoted to the construction of the greatest concentric circle in education.
