The construction of first-class Programs must adhere to the principle of multilevel and multichannel，reflecting the guidance of social demand-oriented and multi-channel development. Our survey found that the first batch of first-class program construction in Beijing has some problems，such as insufficient distinction and representation，inadequate internal motivation mechanism of universities，etc. At the same time，the recruitment of teachers，the autonomy and sustainability of internationalization，the integration of disciplines and programs，the attraction of excellent students and the effectiveness of quality assurance operation are facing Challenges. From the government’s point of view，should carry out “two integration，four guidance”，strive to seek “four breakthroughs”，build “two platforms”，establish “a set of standards” and form “one system”.
