This paper combs and analyzes the status quo and existing governance measures of non-governmental off-campus online training industry. It is pointed out that the construction of the governance system of online training should have strategic thinking：consistent with the concept of educational modernization，systematic thinking：adapting to the basic characteristics of online training，and the bottom line thinking：in order to regulate the industry order by perfecting relevant institutions.
