    京津冀教育协同发展体制机制建设研究

    摘要

    京津冀教育协同发展的制度壁垒是三地教育深度协同的掣肘问题。基于对教育协同体制和机制的概念界定,借鉴区域终身教育体系建设的视角,提出京津冀教育体制机制建设需遵从发挥制度改革红利、强化政府制度支撑和实现协同体系全纳的基本理念。构建区域现代终身教育协同体系纵向层级维、空间推进维和生命历程维的三维框架,并以此分析京津冀教育协同发展体制机制在三个维度的现状和问题,最后提出建立上下通达的领导体制、决策和投入机制,健全跨部门资源整合机制保障教育优先发展,开展生涯教育和终身教育融合发展机制探索等政策建议。

    Abstract

    The institutional barriers to the coordinated development of education in Beijing,Tianjin and Hebei are the obstacles to the coordinated development of education in the three regions. Based on the definition of education synergistic development system and mechanism,and drawing on the perspective of regional lifelong education system,this paper proposes that the construction of educational system and mechanism in Beijing,Tianjin and Hebei should follow the basic ideas of giving full play to the dividends of institutional reform,strengthening the support of government system and realizing the inclusiveness of synergistic system. The three-dimensional framework of the Regional Lifelong Education Synergy System is constructed,which includes vertical hierarchy dimension,spatial extension dimension and life cycle dimension. After analyzing the current situation and problems of the three dimensions of the Beijing-Tianjin-Hebei education synergy development system and mechanism,it is suggested that up-down accessible leadership system,decision-making and investment mechanism should be established,and improving cross-sectoral resource integration mechanism so as to ensure the priority development of education,and exploring the integration development mechanism of career education and lifelong education.
