本报告聚焦于学生课外负担研究,通过对学生、家长和教师的问卷调查,了解学生参加课外班的数量、科目、时间等现状,了解家长对于费用支付和负担情况的感受;了解教师对减负的基本判断和态度,揭示当前学生课外负担方面出现的新变化和新问题,并对学生课外负担形成的原因进行分析,在此基础上提出多措并举形成育人合力、推进校外机构专项治理、充分发挥学校主体作用、综合施策破解课后难题、科学设定课后服务规范和标准以及引导家长回归教育理性等政策建议。
<<This research focuses on the study of a students extracurricular burden. Through a questionnaire survey of students,parents and teachers,we can understand the current situation of a students participation in extracurricular classes,such as the frequency of classes,the subject matter of those said classes and time spent by students in participation of those extracurricular classes. As well as this we may also understand the parents’ views of the payment and burden of fees and understand teachers’ basic judgment and attitude towards burden reduction. This paper reveals the new changes and new problems in students’ extracurricular burden,and analyzes the reasons for the formation of students’ extracurricular burden. On this basis,this paper puts forward some policy suggestions,such as multi-measures to form the joint force of educating people,promoting the special management of out-of-school institutions,giving full play to the main role of the school,comprehensive measures to solve after-school problems,scientific setting of after-school service norms and standards,and guiding parents to return to educational rationality.
