    北京市“十三五”时期教育规划实施中期评估报告

    摘要

    中期监测评估表明:2016年以来,北京市教育系统切实落实教育规划,聚焦人民群众实际获得,持续优化教育结构布局,大力增加优质学位供给,不断深化育人模式改革,积极构建现代教育治理体系,努力促进全市教育事业更公平、更高质量发展。但同时北京教育现代化建设也面临一系列突出问题:基础教育学位供需和资源配置矛盾仍较为严峻;基础教育师资总量供给和职业教育“双师型”教师供给面临困境;高校服务首都经济社会发展能力有待增强;教育的国际影响力亟待提升;教育信息化资源整合共享不够等。“十三五”后半期,北京教育系统必须顺应时代要求,进一步校准改革发展方向;加大工作力度,实现规划任务全面落实。

    Abstract

    Mid-term evaluation report shows that since 2016,the educational authority of Beijing municipality has been implementing earnestly the educational plan by focusing on people’s actual acquisition,continuously optimizing educational structure and distribution,increasing the supply of high quality educational resources,constantly deepening the reform of educational mode,and actively developing a modern educational governance system to promote the municipal educational cause with a fairer development with higher quality. Meanwhile,however,the modernization of the city’s education is facing a series of challenges,such as the imbalance between the supply of basic education admission and resource distribution,the difficult situation facing the aggregative supply of teachers in basic education and the supply of dual teachers in vocational education,the universities capacity serving the capital’s economic and social development yet to be strengthened,the international influence of the capital’s education yet to be further enhanced,the insufficient integration of educational information resources and so on. In the second half of the Thirteenth Five-Year Plan period,the educational system of Beijing has to conform to the time’s requirement to further caliber the reform direction,to realize a comprehensive fulfillment of the tasks regulated in the Plan with a greater effort.
