In the face of the overall strategy of national modernization and the new strategy of national education modernization，in the face of the new requirements of the modernization construction of the capital city and the education conference of the whole city，there are still some unbalanced and inadequate problems in the development of the modernization of education in the capital city. It is necessary to promote educational reform and innovation from six aspects：clarify the position of “upper-hand move” in the modernization of education and innovate the implementation mechanism of the modernization strategy；improve the modern capital education system，reasonably adjust the scale of education；innovate the capital education and urban integration development mechanism to serve the capital “four centers” construction；strengthen the construction of weak links，actively promote the fair development of capital education；comprehensively strengthen the construction of teachers，promote the high quality development of capital education；strengthen the construction of educational governance system，and comprehensively enhance the educational governance ability of the capital.
