国内外经验教训均表明,超大城市必须形成以通勤功能为主并结合TOD土地综合开发的市郊铁路体系,有关共识应该尽快转化为切实推进的行动。需要改变北京城市轨道交通过度依赖地铁和只能利用国铁资源发展市郊铁路的思路,尽快自主构建以放射状廊道为骨架的市郊通勤铁路体系,扭转首都北京铁路体系蔓延式发展的被动局面。
