本报告从区域视角出发,首先将38个城市分别划分为东部、中部、西部和东北四个地区,然后对不同区域城市的绿色交通总指数进行分析,并将各个地区内城市的功能指数、经济指数、社会指数、环境指数和治理指数进行分别研究。研究发现,东部地区在各方面处于优势地位,特别是功能指数和经济指数大幅领先于其他地区城市,但社会指数略有落后,东部地区应增强轨道交通在城市交通网络中的重要作用,发展多种交通方式,助力绿色交通发展,出台保障政策,提高公众满意度;中部地区的社会指数领先于38个城市的平均水平,但经济指数和治理指数大幅落后,中部地区应加强宣传引导,鼓励绿色出行,增加城市公共交通的建设和运营里程;西部地区环境指数和治理指数较高,但经济指数落后较多,西部地区应注意因地制宜,重点发展特定交通模式,增加融资及经营方式,以提升经济指数,加强区域合作,鼓励产、学、研结合,重视交通人才培养,助力绿色交通发展;东北地区的社会指数和治理指数较高,但功能指数、经济指数、环境指数与其他地区相比,还有较大差距,东北地区应加快实现城市交通一体化,规划城市综合交通系统,加强对外交流,发展重点口岸,合理发展轨道交通,优化公交线路等。
<<From a regional perspective,this report first divides 38 cities into four regions:the east,the central,the west and the northeast. Then it analyses the comprehensive index of green traffic of different regional cities,and introduces the index of function,economy,society,ecology and governance of cities in each region. Each line is studied separately. The study finds that the eastern region is in an advantageous position in all aspects,especially the functional index and economic index,which are significantly ahead of other regional cities,but the social index is slightly backward. The eastern region should enhance the important role of rail transit in urban transportation network,develop various modes of transportation,promote the development of green transportation,formulate safeguard policies and improve public satisfaction. The social index of the central region is ahead of the average level of 38 cities,but the economic index and governance index are lagging behind. The central region should strengthen propaganda and guidance,encourage green travel,and improve the construction and operation mileage of urban public transport. The ecological index and governance index of the western region have developed well,but the economic index lags behind a lot. The western region should pay attention to the development of specific transportation modes in different cities according to local conditions,broaden financing and management modes,so as to enhance the economic index,strengthen regional cooperation,encourage the combination of production,learning and research,and attach importance to the cultivation of transportation talents.
