    中国城市交通绿色发展分类指数报告

    摘要

    本报告将城市交通绿色发展状况细化至指数层面,针对全国38个主要城市,对其五大指数分别进行测算并得出排名。然后分析不同指数自身的发展态势及特征,进一步明确交通绿色发展相对落后城市的薄弱环节。最后将指数测度结果进行城市个体层面与区域层面的多方位对比,得出不同城市和区域中各指数发展差异化的原因并提出改进对策。研究发现,功能指数排名靠前的城市主要集中于深圳、上海等经济较发达的东部地区,它们的优势在于具备较高的公交线网密度、地铁线网密度以及拥有较多的出租车;经济指数的特征与之类似,东部地区领先于其他地区,其中北京、上海又以绝对优势领先全国,普遍特征是具有较高的城市轨道交通与道路桥梁固定资产投资和节约乘客出行时间的效益;社会指数的地区差异较为平均,重庆、天津等排名领先的城市在交通安全性方面整体表现突出;环境指数方面表现较好的城市对人均绿地面积和SO2排放量控制较好,西部地区整体表现亮眼,东部地区中虽然深圳、北京、广州等城市排名领先,但地区内部城市间差距较大;治理指数方面,哈尔滨整体水平较高,排名领先的城市大都在道路交通规划体系和交通综合协调机制方面十分突出。

    Abstract

    In this report,the green development of urban transportation is refined to the level of index. Five indexes of 38 major cities in China are calculated and ranked respectively. Then it analyzes the development trend and characteristics of different indexes,and defines the weak links of the relatively backward cities in the green development of transportation. Finally,we can obtain the reasons for the differentiation of index development in different cities and propose the improvement measures through comparing the index measurement results in multiple directions both urban individual level and regional level. It is found that the cities with higher functional index are mainly in the eastern regions with more developed economies,such as shenzhen and Shanghai. Their advantages lie in the high density of bus network,subway network density and the number of taxis. The characteristics of the economic index are similar. The eastern region is ahead of other regions,among which Beijing and Shanghai are ahead of the whole country with absolute advantages. It is characterized by high investment in fixed assets of urban rail transit,road and bridge and benefit of saving passenger travel time. Regional differences in social indexes are relatively average,with leading cities such as chongqing and tianjin showing outstanding overall performance in terms of traffic safety. In terms of ecological index,cities with better performance have better control over per capita green space area and SO2 emission. The overall performance of the western region is bright. In the eastern region,although shenzhen,Beijing,guangzhou and other cities rank the top,there is a big gap between cities within the region. Harbin developed well in terms of governance index,and most of the leading cities were outstanding in road traffic planning system and traffic coordination mechanism.
