Taking advantage of the spillover effects of CIIE，Hongqiao CBD，positioned to be an open and international hub，an international CBD and a new platform for the international trade center，is upgrading its functions in serving the Yangtze River Delta，aligning local moves with national strategies and connecting Shanghai with the world. At present，Hongqiao CBD needs to address three problems，first，the spillover effects of CIIE are to be improved；second，the bottleneck constraining the development of Hongqiao CBD is to be removed；third，the home advantage of Hongqiao CBD where CIIE is hosted is to be strengthened. To Hongqiao CBD，the home effect is reflected in the following aspects：first，the appeal of CIIE grows，attracting many participating exhibitors from nearby areas or of big sizes；second，the free trade zone expands，with Pudong，the eastern part facing the sea，and Hongqiao，the western part facing the Yangtze River Delta，both flourishing；third，Hongqiao CBD expands to amplify the radiating effect of Shanghai as a central city. Hongqiao standards cover all the three functional positionings of Hongqiao CBD，i.e. an open and international hub，an international CBD and a new platform for the international trade center. Through sharing，matching，learning and other agglomeration mechanisms，Hongqiao CBD has upgraded institutional arrangements in three aspects：it has integrated and upgraded multiple rules through innovation in the planning system；it has upgraded facilities through innovation in the public service system；it has upgraded the integration between the city and industries through innovation in the consumption system and the open hub system.
