Since May 2019，Shanghai Jing’an District Work Office and Shanghai Society Construction Research Association have carried out the research work of “on the construction of Shanghai Jing’an District grassroots governance index system”. The indicator system of grass-roots governance is the “wind vane” and “barometer” reflecting the situation of grass-roots governance，which can effectively lead the direction of street town governance，comprehensively control the whole picture of grass-roots governance，and further improve the capacity of grass-roots governance and the modernization level of governance system. Through the index system，we can monitor and reflect the situation of grass-roots governance in the whole region，and then find out the problems，find out the reasons，and seek countermeasures. It is the inevitable requirement of grass-roots governance refinement，and it is the urgent need to further promote the higher level of grass-roots governance.
