Business environment is an important symbol of the modernization of national governance system and governance capability. With China’s economic and social development entering a new era，high-quality development puts forward new and higher requirements for the improvement of business environment，“business environment is productivity”. In recent years，Shanghai has made great efforts to build a first-class business environment in the world，that a great positive achievements has made in the reform of business environment. From the perspective of enterprise experience，the research which based on the Questionnaire investigation and symposiums，has presented the current state and problems of business environment in Shanghai；And it also puts forward the pertinent suggestions for optimizing business environment in the future. It is found that the business environment in Shanghai is at a better level，but there is still room and requirements for continuous improvement compared with the leading cities at home and abroad. In the future，efforts should be made to optimize and improve the talents introduction and supporting services，government administrative approval，tax reduction and fee reduction and reducing enterprise costs，etc.
