Community residents’ autonomy is an important part of social governance at the grassroots level in megacities，but it also needs methods and strategies. In recent years，the streets of Pengpu new village in Shanghai cooperated with social professional forces，combined with the actual situation and made great efforts to explore，and came out of a system and rule system of civil civil people’s opinions，which played a positive role in promoting residents’ autonomy.
