since 2001，the total expenditure on health in Shanghai has continued to grow. In 2018，the total expenditure on health in Shanghai reached 230.160 billion yuan，accounting for more than 7% of GDP. In recent years，the growth rate of total health expenditure has slowed down，and the level of personal cash health expenditure has declined steadily. However，the distribution among institutions is not reasonable，and the proportion of primary health care and public health institutions is low. We should establish a fair，efficient and sustainable health financing system，promote the delivery of integrated care with high quality and efficiency，optimize the allocation of medical resources，and innovative cross-region service mechanism.
