in May 2016，the Shanghai municipal government issued the pilot plan for deepening the comprehensive reform of the medical and health system in Shanghai（2016-2020）. In the past three years，the implementation of the pilot program has achieved initial results. Therefore，this paper focuses on the five key tasks of hospital management，hierarchical diagnosis and treatment，construction of medical insurance system，drug supply guarantee and public health service，as well as the five reform tasks of financial investment，service price，salary system，talent team construction and information construction，and makes progress and effect on the pilot work of deepening comprehensive medical reform in Shanghai from 2016 to 2018 To evaluate，analyze the main problems，and put forward suggestions to further improve the reform of the medical system.
