太湖流域是我国经济最发达、人口最密集、最具发展潜力的区域之一。流域独特的平原河网特征决定了流域水环境、水资源等问题的复杂性。太湖流域水环境综合治理实施以来,流域饮用水安全得到有效保障,水环境质量稳中趋好。然而,流域生态环境质量与经济社会高质量发展要求相比,仍存在不少差距,水环境继续改善还面临着不少困难和挑战。本文从太湖及淀山湖水质,平原河网水功能区达标率、污染物排放量等方面分析了水环境综合治理的成效,从规划、机制、环境监管、科技、资金保障、考核等方面总结了流域水环境综合治理的经验,分析了太湖生态环境存在的问题以及流域深化治理遇到的瓶颈。在此基础上,围绕全面建成小康社会、长江三角洲区域一体化发展、流域高质量发展对生态环境的要求,对下阶段流域水环境治理工作进行了展望。
<<The Taihu Lake Basin is one of the most developed,populous and potential regions in modern China and plays a critical role in the national economy. The unique characteristics of plain river network in the basin determine the complexity of water environment and water resources. Under the comprehensive management of water environment,the safety of drinking water in the basin was effectively ensured,and the quality of surface water steadily improved. What we now face is the gap between the quality of watershed ecological environment and the economic society’s ever-growing needs for high-quality development,there is still a long way to go in improving the water environment quality. Based on the water quality of Taihu Lake and Dianshan Lake,the compliance rate of water function areas and pollutant discharges,the effectiveness of comprehensive water environment management was analyzed. Then,through planning,mechanism,environmental supervision,science and technology,capital security,and assessment perspectives,the experience of comprehensive management of water environment in the basin was summarized,and the problems existing in the ecological environment of Taihu Lake and the bottlenecks restricting the deepening of watershed management were analyzed.Focusing on the comprehensive requirements of building a moderately prosperous society in all respects,the integrated development of the Yangtze River Delta,and the new requirements for high-quality development and environmental protection,prospects for the next phase of water environment management in the basin were proposed.
