    长三角清洁能源发展合作研究

    摘要

    长三角各省份在清洁能源发展方面各有其优势,只有互相合作、优势互补,方能发挥最大效应;尤其是上海地域狭小、清洁能源资源很少,只有依靠长三角清洁能源合作,方能进一步优化本地能源结构。长三角其他省份拥有丰富的清洁能源资源,上海虽然清洁能源资源匮乏,但拥有较高水平的清洁能源创新集群和较强辐射能力的技术交易平台,这种互补性为清洁能源发展合作提供了良好基础。而且,电网和天然气管网互通等相关硬件基础设施,以及官方合作平台与市场化交易平台等软件基础设施已初具规模。上海首先要利用好平台优势,如最大限度发挥绿色技术银行之类平台的功能;其次要借助定向的资金和技术支持,在长三角其他省份兴建适应上海需求的清洁能源设施。

    Abstract

    Each province or municipality in the Yangtze Delta Area has its own advantages in clean energy development,so only through mutual cooperation can the related effects be maximized. Especially for Shanghai,whose space is quite limited and which is short of clean energy resources,local energy structure is very difficult to improve without the Yangtze Delta clean energy cooperation. The neighboring provinces enjoy abundant clean energy resources,while Shanghai is short of such resources but boasts of clean energy innovation clusters of strong capability and technology trading platforms of strong radiation power;such complementarity lays down great foundation for the Yangtze Delta clean energy cooperation. In addition,some related hardware infrastructure such as interlinked electricity grids and natural gas pipelines,and some software infrastructure such as governmental cooperation platforms and market-oriented trading platforms have been in place. Shanghai should firstly take good advantage of related platforms,e.g. make best use of the Green Technologies Bank,and secondly should build clean energy facilities fitting Shanghai needs in the neighboring provinces through targeted investment or technology support.
