Since the 18th National Congress of the Communist Party of China，the cause of persons with disabilities in Hubei Province has opened up a new development situation in the overall layout of the “Five-Point Strategy” and the “Four Comprehensives” strategic blueprint. Especially during the “Thirteenth Five-Year Plan” period，Hubei Province focused on the work to accelerate the process of promoting the well-off of the disabled，and the work system for the disabled with the three dimensions of policy and regulation system，organizational system and work business system steadily operated and achieved good results. Based on the provincial conditions and the disability conditions，Hubei Province has carried out the continuous poverty eradication for persons with disabilities，expanded the systematic development patterns，opened up a scientific development path，explored the industrialized development，and demonstrated the features of the cause of persons with disabilities. Under the new historical orientation，the cause of persons with disabilities in Hubei Province faces new opportunities and challenges. It still needs to focus on the work requirements of building a moderately well-off society in all respects，with the key tasks of poverty eradication for impoverished persons with disabilities，and to promote the equal participation，co-construction，sharing and all-round development of persons with disabilities.
