This report comprehensively analyzes the important progress and achievements of the cultural undertakings for the disabled in China from 2008 to 2018，objectively analyzes the existing problems，and proposes targeted countermeasures. At the same time，this report analyzes the development status of China’s disabled cultural industry in recent years by analyzing the cultural industry of disabled people in Shandong Province，and clarifies the obstacles and problems in the development of cultural industry for the disabled. Countermeasures and suggestions are proposed to solve the development of the cultural industry for the disabled.
