鉴于环境治理的公共事务属性,区域环境协同治理首先是政府主体之间的协同,为进一步高效推进长三角区域环境协同治理,需要完善区域环境协同治理主体结构。自长三角开启一体化发展进程以来,环境协同治理经历了同一层级环境协同治理结构、以“三级运作”为主要特征的多层级协商主导的环境协同治理结构、纵向管控和横向协同兼顾的环境协同治理结构等不同发展阶段。当前长三角环境协同治理机制本质上还是一个交流沟通、协商磋商的协同治理机制,环境协同治理结构和协调机制总体上较为松散。长三角环境协同治理结构还面临决策瓶颈、执行瓶颈及监管瓶颈。随着长三角一体化发展上升为国家战略,长三角应强化纵向环境协同治理结构,推进市场化、社会化机制创新,统一区域生态环境保护制度,开展环境协同治理绩效考核,形成纵向管控与横向协同耦合的新型区域环境协同治理结构。
<<In view of the public affairs nature of environmental governance,regional environmental collaborative governance is first and foremost a collaboration between government entities. In order to further effectively promote the coordinated governance of the regional environment in the Yangtze River Delta,it is necessary to improve the structure of regional environmental collaborative governance. Since the start of the integrated development process in the Yangtze River Delta,regional collaborative governance has gone through different stages of development,such as a single-level environmental collaborative governance structure,the multi-level environmental collaborative governance structure with “three-level operation” as its main feature,and a governance structure that has experienced both vertical control and horizontal coordination. At present,the environmental collaborative governance mechanism in the Yangtze River Delta is essentially a collaborative governance mechanism for communication,negotiation,and consultation. The collaborative environmental governance structure and coordination mechanism are generally loose. The Yangtze River Delta environmental collaborative governance structure also faces decision-making bottlenecks,execution bottlenecks and regulatory bottlenecks. As the integration of the Yangtze River Delta develops into a national strategy,the Yangtze River Delta should strengthen the vertical environmental collaborative governance structure,promote market-oriented socialization mechanism innovation,unify regional ecological environmental protection systems,and carry out performance evaluation of environmental collaborative governance,and finally form a new regional environmental collaborative governance structure that combines vertical control with horizontal coordination.
