摘要

本报告回顾了中国残疾人事业70年发展历程，重点总结了残疾人事业“十三五”规划进展，指出到2018年，“十三五”规划实施时间过半，残疾人小康进程指标完成过半。另外，本报告梳理了2018年中国残疾人事业重点工作和政策进展，提出了残疾人事业发展建议。

Abstract

This report comprehensively reviews the 70-year development of the cause of persons with disabilities in China，analyzes the mid-term progress of the cause of persons with disabilities in the 13th Five-Year Plan，summarizes the major events，policy progress and major business development of the cause of persons with disabilities in 2018，and proposes suggestions for the development of the cause of persons with disabilities in future.

作者简介

杨立雄:杨立雄，中国人民大学劳动人事学院教授，博士生导师，研究方向：残疾人理论与政策研究。发表论文80多篇，主持国家社科重大基金1项、国家社科基金2项，承担国家社科基金重大委托项目子课题1项，主持国务院、民政部、财政部、中国残联等部门课题超过40项。出版著作7部，编著8部。3次获得中国残疾人联合会举办的中国残疾人事业研究优秀成果一等奖、二等奖。杨立雄教授的任职还包括：中国人民大学残疾人事业发展研究院副院长、中国人民大学社会保障研究中心副主任、中国社会保障学会社会救助分会副会长、残疾人事业发展研究会残疾人劳动就业专业委员会副主任委员。
