The present author of this report has based her analysis on the development bottleneck of land space layout and business types of Luyang District，a central urban area of Hefei Municipality. On such a basis，the author makes great efforts to find the solution to the difficulties in developing central urban areas and explores the important path to improve the regional competency. The dissertation has sorted out and elaborated the experience exploration and some basic practices in the following subjects，such as optimization of industrial distribution，development of high-end business types，focuses on building economy，shaping new pattern of retail business and how to promote the convergence of business，tourism and cultural industries. The practice of Luyng district CBD proves that aiming at high-end industry will speed up industrial innovation development. Block reconstruction can promote the upgrading and transformation of CBD commercial circle. The report proposes that the super location advantage of finance and banking headquarter agglomerating area needs to be put into full play and a multi-layer commercial circle constructed. The plan to revitalize the old town will be carried out so that the integrative development of business service，commercial business and tourism industry will be further advanced.
