Based on the relevant data，from 2002 to 2016，of four state-administered- municipalities，Beijing，Shanghai，Tianjin and Chongqing，this report makes a comparative analysis on the present situation of high-tech industrial innovation in the four cities. The analysis is made in four aspects，specifically，input of research and development，innovation output，credit support and innovation efficiency. Besides，the present authors have made an empirical analysis on the influence of input of research and development and credit support on the technical innovation of high-tech industry. In addition，the research analyzed how pollution-treating investment influences different technical innovation in the four cities. The conclusion shows that the development driven by technical innovation should be synchronized with green ecological protection so that the level and quality of development will be improved simultaneously. Lastly，they give some suggestions to the four municipalities on how to improve their innovation level and ability. At present，as more and more technological institutions move into and locate themselves in CBD，the report gives referential assistance to CBD for it to keep abreast of the latest developments of new-high-tech innovation. It also proposes suggestions on how to provide finance and banking service to high-tech industry and offers solutions to imbalance of technological innovation. The relevant policy is to increase input to high-new-tech and attach more importance to cultivating new-type modernized talents.
