It has been pointed out in the Report to the 19^th National Congress of the Communist Party of China：China’s economy has entered a new phase of pursuing high-quality development，facing an important task to transform kinetic energy and optimize the economic structure. At this moment，it is greatly significant to focus our attention to how to promote the optimizing and upgrading of regional economic structure. With the technological revolution of intellectualization and digitization，high-end service industries have achieved a rapid development. The development is highly knowledge-intensive，industry co-related and integrative. Also，the high-end service industry is playing a key role in promoting regional industrial upgrading and leading regional industrial synergy. The report based its research on defining the connotation of high-end service industry and the meaning of industrial structure upgrading. By establishing mathematical measurement models and taking Beijing，Tianjin and Hebei Province as the example，the author has conducted an empirical test on the role of high-end service industry in promoting industrial structure optimization. Additionally，she gives other more professional suggestions，such as fully exercising the adjusting function of market mechanism，accelerating the penetration of high-end service industry into traditional industry and how to enhance the radiating and driving effect of high-end service industry agglomerating center on the region of Beijing，Tianjin and Hebei province.
