In recent years，more and more cities put forward their plan for CBD development. Parts of them constructed their CBD in new districts with the comprehensive consideration about geographical location，development potential and population intensity；while CBD of other cities is naturally formed in the original areas without specific design. Consequently，a sort of development imbalance arises due to resources competition between new and old districts，similar development positioning and industrial separation. Considering different development situation between old and new districts，this report makes a detailed analysis on their respective advantages and disadvantages，different models of layout structure and the problems in development，etc. Other suggestions are concerning reasonable CBD positioning，highlighting its uniqueness，preventing the new district from becoming a deserted city and the way to construct an urban-functional district with integrative production and other city functions.
