CBD needs a steady，fair，transparent and expectable commercial environment. It works as a significant quota that reflects whether the commercial environment in a certain district is good or bad for business operation. Hence，it influences the local economic growth to a large degree. Taking the environment as the research object，this report has constructed an index system of CBD economic and industrial structure，population and living environment and commercial operation environment. Through accurate calculation，the present author has deduced a contrastive conclusion on the commercial environment of thirteen CBDs in China. The analysis shows that the commercial environmental administration of each of the thirteen CBDs is generally performing well. The majority of them have made remarkable performance in GDP per capita，per capita disposable income，percentage of greenery coverage，loan balance of financial institutions and fiscal revenue supporting capability，etc. all these gives better support to CBD development. Besides，the report gives suggestions on how to improve the quality of commercial environment，how to strengthen legalization and facilitation and how to prevent and control financial risks according to international standards.
