CBD is super strong in economic radiation and capable of driving economic growth. This report has chosen the first-tier-cities （Beijing，Shanghai，Guangzhou and Shenzhen） and new-tier-cities （Tianjin，Hangzhou，Nanjing，Chongqing，Xian，Wuhan，Chengdu，Changsha，Shenyang） in total of thirteen，where CBD is located，as the research object. On such a basis，the present author has constructed a reasonable index system，including radiation index，CBD radiating ability and radiation performance and made her analysis and evaluation in three respects. Research indicates，from 2015 to 2017 in the thirteen cities of CBD location，the integrative radiation index had been changing in an unbalancing way. In the first-tier cities，the integrative radiation index is obviously higher than that of the new-first-tier-cities，except Binhai new district of Tianjin. Besides，in regard to the integrative CBD radiation index，a gap exists between first-tier cities and the new ones. Meanwhile，the research has found that，from 2017 to 2017，in Tianhe District of Guangzhou，Futian District of Shenzhen，Jinjiang District of Chengdu，Yuzhong District of Chongqing，CBD had enjoyed a high-quality development and the integrative radiation index had been growing continuously for three years. In 2017，the sub-index of radiation ability of Pudong New District of Shanghai is the highest one among the first-tier-cities. But among the new first-tier-cities，Binhai New District of Tianjin ranks top；Regarding the sub-index of radiation action，Tianhe District of Guangzhou comes out first among the first-tier-cities，but in new-first-tier cities，the figure of Binhai New District is matchless；Concerning the sub-index of radiation performance，the figures of Chaoyang District，Beijing and Yuzhong District of Chongqing are second to none respectively.

In accordance with the need to propel regional development with high-level-opening of CBD and the measured dada in the report，the author proposed corresponding measures to strengthen and improve the radiation ability of CBD.
