The high-level opening of CBD will promote regional development and play an important role in stimulating China’s economy to develop in high-quality. So does in keeping the economy of first-tier and new first-tier cities growing sustainably. Based on theme of high-level-opening and development，this report makes a series of index-supporting analysis On CBD’s opening and development. The analysis involves four aspects，such as comprehensive development，regional radiation，building economy and business environment. The analysis shows that industries in major CBDs of China are developing steadily.Gross economy，tax revenue contribution，general fiscal budget income are all increased in contrast to the data of the year before. Total Retail Sales of Consumer Goods shows a significant growth trend. Obviously，it is taking the lead in the CBD development in the first-tier cities of Beijing，Shanghai and Guangzhou. Beijing ranks top in the list of CBD comprehensive index. The building economy of Futian CBD of Shenzhen is of best quality and its total amount of tax revenue is ranked first. So the area becomes the highest-gold-content district in China. Pudong new district of Shanghai，Futian district of Shenzhen are mostly competitive in attracting headquarters of multi-national corporations. Among the new first-tier cities，Binhai New District of Tianjin enjoys the highest integrative radiation index. This report makes analysis on a lot of issues，regarding CBD industrial development in the thirteen metropolises of Beijing，Shanghai and Guangzhou，etc，the confronting problems and paths for CBD to push forward regional development. Accordingly，it proposes countermeasures and suggestions on the following issues，including，building a multi-layer opening CBD network，improving CBD radiation ability and carrying out the coordinated development of new and old CBDs.
