为加强社会力量参与，推进共建共享冬奥盛会，2022年北京冬奥会采取积极引入社会资本参与场馆建设和运营的做法。延庆赛区作为2022年北京冬奥会三大核心赛区之一，在冬奥会的筹办过程中，采用PPP（Public-PrivatePartnership，即政府与社会资本合作）模式，完成赛事场馆的投资建设与运营管理。本文以2022年北京冬奥会延庆赛区PPP项目为研究对象，探讨PPP模式的内涵与优势，分析2022年北京冬奥会推行PPP模式的价值，梳理PPP项目的新动向。研究结论主要包括以下几个方面。①PPP内涵是指政府（Public）与私人（Private）之间，基于提供产品和服务出发点，达成特许权协议，形成“利益共享、风险共担、全程合作”伙伴合作关系。其优势主要有更高的经济效率、更高的时间效率、增加基础设施项目的投资、提高公共部门和私营机构的财务稳健性、基础设施/公共服务的品质得到改善、实现长远规划、树立公共部门的新形象、私营机构得到稳定发展等。②2022年北京冬奥会积极推动政府和社会资本合作的重要价值，第一是吸引社会资本，平衡资金需要；第二是借此引入技术先进、管理科学的投资人，服务好北京冬奥赛事；第三是以PPP模式引入社会资本方参与项目的建设和运营，对培育我国冰上运营商和完善上下游产业链具有重大的示范标杆意义。③延庆区人民政府将以北控置业作为政府出资人代表，与北京住总集团有限责任公司、万科企业股份有限公司、中国建筑一局（集团）有限公司联合体专门组建成立一家延庆赛区PPP项目公司——北京高山滑雪中心经营有限责任公司，对该PPP项目进行投资建设以及运营管理。联手将延庆赛区奥运遗产打造为国家高山滑雪、雪车雪橇训练基地，亚洲高山滑雪、雪车雪橇顶级赛事中心，高山滑雪、雪车雪橇运动人才培训中心，世界一流的四季山地旅游度假目的地，世界知名的冬奥遗产旅游胜地。

In order to strengthen the participation of social forces and promote the joint construction and sharing of the Winter Olympic Games，the 2022 Winter Olympic Games takes the approach of actively introducing social capital to participate in the construction and operation of venues. As one of the three core competition areas of the 2022 Winter Olympic Games，Yanqing competition area adopts the PPP （public private partnership，i.e. cooperation between the government and social capital） method to complete the investment construction and operation management of the competition venues in the preparation process of the 2022 Winter Olympic Games. This paper takes Yanqing District PPP project of 2022 Winter Olympic Games as the research object，discusses the connotation and advantages of PPP mode，analyzes the value of implementing PPP mode in 2022 Winter Olympic Games，and combs the new trend of PPP project. The research conclusion mainly includes the following aspects. ① The connotation of PPP refers to the formation of partnership between the government （public） and the private （private） based on the starting point of providing products and services，and the formation of “benefit sharing，risk sharing，and whole process cooperation”. Its advantages mainly include higher economic efficiency，higher time efficiency，increased investment in infrastructure projects，improved financial stability of the public sector and private institutions，improved quality of infrastructure/public services，long-term planning，new image of the public sector，and stable development of private institutions. ② The 2022 Winter Olympic Games actively promotes the cooperation between the government and social capital. The first is to attract social capital and balance capital needs；the second is to introduce investors with advanced technology and scientific management to serve the Beijing Winter Olympic Games；the third is to introduce social capital to participate in the construction and operation of the project，which has a significant impact on the cultivation of China’s ice operators and the improvement of upstream and downstream industry chains The meaning of standard pole. ③ Yanqing District government will take Beikong real estate as the representative of the government’s investor，and form a cooperation project company of Yanqing District government and social capital，Beijing alpine skiing Center Operation Co.，Ltd. with Beijing Housing Group，Vanke Group，and China Construction First Engineering Bureau，to invest and construct the PPP project （government and social capital cooperation project） Operation management. We will work together to build Yanqing Olympic heritage into a national alpine skiing and snowmobiling training base，a top Asian alpine skiing and snowmobiling event center，a alpine skiing and snowmobiling talent training center，a world-class four season Mountain Tourism Resort，and a world-famous Winter Olympic heritage resort.
