The Opinions on Vigorously Developing Winter Sports by Taking 2022 Winter Olympic Games as an opportunity issued by the General Office of CPC Gentral Committee and the General Office of the State Council in 2019 stressed that social forces should be actively encouraged and supported to participate in the development of winter sports in various forms. This paper takes social forces as the research object. The connotation of social forces in winter sports is legal social organizations，enterprise institutions，and the public outside the government，public institutions，and the Ministry of formal education. The research results show that the participation of social forces in the development of winter sports has three important values：implementing the requirements of top-level design，accelerating the release of effective demand for winter sports，and strengthening the professional ability of the main body of social forces. The situation of social forces’ participation in the development of winter sports is mainly shown in four aspects：the main body of social forces presenting a diversified trend，the field of social forces’ participation appearing vertical trend，the way of participation of social forces showing the trend of specialization，and the characteristics of participation of social forces showing the trend of differentiation.
