The Belt and Road Initiative and the planning of the Guangdong-Hong Kong-Macao Greater Bay Area provide a major opportunity for the construction of the “Guangdong-Macao Cooperation Portuguese-speaking Countries Industrial Park”. The construction of the Industrial Park will help explore the new fulcrum and new model of Guangdong-Macao cooperation under the “one country，two systems” policy in the new era. Nansha has several advantages，including its strategic positioning of the “Guangdong-Hong Kong-Macao Comprehensive Cooperation Demonstration Zone”，an indispensable part of the “Guangzhou-Hong Kong-Macao Geotechnical Center”，the world-class business environment，and the same genes of developing marine economy as Portuguese-speaking countries do. This paper systematically analyzes the basis of cooperation between China，Portuguese-speaking countries，Guangdong and Macao，and explore the market space and development potential of economic and trade cooperation，and proposes the cooperation principle，strategic positioning，construction mode，management model，system mechanism of Nansha to build the project.
