    河南省电能替代实施情况及发展潜力调查研究

    摘要

    大力推进电能替代是推动河南大气污染防治攻坚和能源转型发展的重要举措。近年来,河南积极推进用能结构调整,在供热、制冷、工业制造、交通运输等重点领域大力推进“以电代煤”“以电代油”,取得了显著成效。电能替代规模逐年扩大,并逐步由单一示范项目向多领域、多技术拓展转变。但是,受产业结构、资源禀赋、能源利用方式等因素影响,河南终端用能电气化水平仍然偏低,电能替代推广也受到经济成本、替代空间萎缩等制约。本文梳理了近年来河南省电能替代实施情况,立足实现电能对化石能源的深度替代、助推全省清洁低碳发展,深入农业、工业和建筑等领域,聚焦烤烟、制茶等具有河南特色的应用项目,开展了电能替代实施潜力调查研究,分析了制约电能替代推广的主要因素,并提出了促进全省电能替代实施的相关对策建议。

    Abstract

    Vigorously promoting the generation of electricity is an important measure to prompt the prevention and control of air pollution in Henan and the transformation and development of energy resource. In recent years,Henan has actively promoted the structural adjustment of energy consumption,vigorously promoting “electricity for coal” and “electricity for oil” in key areas such as heating,refrigeration,industrial manufacturing and transportation,and has achieved remarkable results. The scale of electric energy substitution has expanded year by year and gradually changed from a single demonstration project to multi-domain and multi-technology expansion. However,due to factors such as industrial structure,resource allocation and energy utilization,the electrification level of Henan’s terminal energy consumption is still relatively now,and the promotion of electric energy substitution is also restricted by economic cost and shrinkage of substitution space. This paper reviews the implementation of electric energy substitution in Henan province in recent years. Based on realizing the deep substitution of electric energy for fossil energy,promoting the clean and low-carbon development of the whole province,deepening the vexed areas such as agriculture,industry and architecture,tightening the focus on application projects with Henan characteristics such as smoke detection and smoke control,and carrying out investigation and research on the vitality of electric energy substitution implementation. This paper analyzes the main factors that restrict the promotion of tower generation,and puts forward some relevant suggestion to promote the implementation of full power generation.
