after 40 years of rapid urban regionalization and regional urbanization，regional spatial scale reorganization has taken place in all major regions of China，whichis particularly obvious in Guangdong-Hong Kong-Macao Bay area. Firstly，Guangdong-Hong Kong-Macao Bay area has gone through the starting stage of “point axis” process，and also experienced the stage of “core city driving and Shaped the metropolitan circle”，now it is moving towards the stage of multi center network. There is cooperation between neighboring cities and the reorganization of border area De boundary. However，it still faces the problems of infrastructure interconnection lagging behind the market demand，limited industrial cooperation，lack of cross-border public services and current mechanism restrictions. Therefore，we puts forward four suggestions for collaborative governance，including strengthening cooperation with Hong Kong and Macao，spatial support，joint development of border areas and high-level cooperation.
