文化遗产和可持续旅游是世界银行集团向发展中国家提供发展援助的固有组成部分,以此实现消除极端贫困与促进共同繁荣的双重目标。保护历史遗产、振兴古镇村落以促进旅游业可持续发展,有助于促进当地经济发展,并助力创意产业、创造就业机会。城市和农村的古迹恢复与保护创造出新的旅游产品,提升了资源价值,刺激了旅游消费,从而为地方机构和公共服务创造更多额外资源。世界银行集团在全球和中国范围内支持文化遗产与可持续旅游发展以及城乡复兴,具体方式从最初提供基本服务和“无损害”项目,发展到投资遗产资产与再生,再发展到如今利用文化自然资源、非物质文化遗产发展旅游业和文化创意产业以实现可持续发展目标的新一代综合计划。如今,世界银行集团通过一系列资本融资、分析咨询工具向文化遗产和可持续旅游投资约44亿美元,涵盖50多个国家的186个在建项目。中国政府与世界银行在文化遗产和可持续旅游之间的伙伴关系由来已久。自20世纪90年代以来,中国政府和世界银行就开始将文化遗产和可持续旅游纳入发展项目,到目前为止已投资17个项目,总融资额约18。6亿美元。
<<Cultural heritage and sustainable tourism(CHST)are inherent elements of the World Bank Group’s(WBG)development assistance to developing countries to achieve the twin goals of ending extreme poverty and advancing shared prosperity. Conservation of heritage assets and revitalization of historic towns and villages for sustainable tourism help to strengthen the local economy and provide incentives for the creative industriesand job creation. Urban and rural revitalization and preservation of monuments create new tourism products,raise property values and increase tourism spending,thus,make available additional resources to support local institutions and public services. The WBG’s approach to supporting cultural heritage and sustainable tourism has evolved,globally and in China,from initial projects that sought to provide basis services and ‘do no harm’,to investing in heritage properties and regeneration,to what is currently a new generation of integrated programsthat aimat leveraging cultural and natural assets and intangible cultural heritage to achieve the sustainable development goals(SDGs)through sustainable tourism and the cultural and creative industries. Today,the aggregate WBG’s CHST portfolio stands at approximately US$4.4 billion-representing 186 active projects in over 50 countries. These are delivered through a range of capital financing,analytical and advisory instruments. Partnership between the Government of China and the World Bank in CHST has a long history. The Chinese government and the WB began to include CHST in development projects since the 1990s. So far,17 projects with a total financing amount of about US$1.86 billion have been invested. Nearly US$700 million has been directly used for cultural heritage and sustainable tourism,making China the largest single country program receiving WBG support in this sector.
