At the central economic work conference held in 2019, general secretary Xi Jinping of stressed that at all levels, we should focus on the outstanding problems, and study and solve new problems such as lack of policy support, such as those whose income level is slightly higher than those who set up archives and poor families. From the perspective of health poverty alleviation policy support, this study analyzes the implementation of health poverty alleviation policy of "slightly higher" groups in Shaanxi Province and the existing standards are different. The large number of people, poverty return and new poverty are mainly caused by the poverty-stricken farmers who have crossed the poverty line initially and the "slightly higher" non poor households in the marginal areas. On this basis, the paper puts forward countermeasures and suggestions to consolidate the achievements of poverty alleviation during the breakthrough period and to support the policies of "slightly higher than" group health poverty alleviation.
