Since the 18th National Congress，according to the goals and requirements of China’s ecological civilization construction，more stringent laws and regulations have been promulgated and implemented，and the institutional guarantee for the construction of ecological civilization has been strengthened. On the basis of existing laws，and in the market system，resources and energy，ecological environment，performance evaluation and other four aspects of the institutional system，China’s ecological civilization construction and green development has institutional guarantees. This report intends to establish and evaluate the main monitoring and evaluation indicators proposed by the national policy，and establish the green development policy effect analysis indicators. This paper believes that the implementation of green development policies and effects should actively respond to the acceleration of the global green development process，adopt quantitative green development goals，and propose that digital economic construction and green development evaluation support each other，promote green development policies can be assessed，and ecological performance can be assessed.
